In the Federated Isles of Meridia, a cyberattack on Havenbridge’s water treatment plant kills decorated veteran Ethan Morrison, sparking the landmark lawsuit Morrison v. Federated Isles of Meridia. High school coding prodigy Avery Cole stumbles upon “The Assembly,” a shadowy dark-web forum where anonymous users vote to condemn strangers to death. When the forum orchestrates a citywide blackout to execute its second target, Avery realizes the executioner is using critical infrastructure as a murder weapon. With no physical trace and every screen a mask, Avery must unmask the hacker before the next anonymous vote marks her for execution—discovering that in a world without accountability, anyone can become an executioner.
